Panic has gripped Vihiga county assembly as EACC officers try to unmask ill happenings in multi-million tender deals and other related dirty on-goings.
It is emerging that a number of MCAs were contracted by the embattled clerk to do works in assembly. Apart from firms associated with MCAs, the clerk is said to have fronted his own company which later sub-contracted a firm by the name Reliance for a cover-up.
EACC is narrowing on how an Asian firm Karachuan awarded a tender to build a perimeter wall twice the cost. Another firm under probe is Roddys which constructed a building at the county. Also in the spotlight is the construction of the Assembly Hall by a one engineer Muyera. The construction work as it stands now has cost the county Sh124 million. Majority of the payments have gone to refurbish. One of the firms involved belongs to clerk’s brother, a clear conflict of interest.
The employment of foreigners from Uganda to work at the hazard is being investigated. The clerk is said to have employed a wife of Mwibona ward MCA Zachayo Manyasia to silence him. Manyasia has won tenders at the assembly as a result.
Apart from Manyasia, other MCAs the clerk controls are Pamela Amunga (nominated), Venah Kaisha (nominated) Elizabeth Anaya, Gladys Analo, Dorcas Anupi and Noah Imbwanga. Khalid Balala is also said to be on his payroll.
To threaten the MCAs to sing his tune, the clerk says he paid them Sh780,000 at Flamingo Hotel in Mombasa irregularly and will fix them if they betray him.
The pro-clerk team has been at war with a section of independent-minded MCAs who are out to expose ill doings. The anti-clerk camp has Nathan Kamindi, Benedict Chiwanuka, Benson Ombima and Vincent Atsiaya among others. Then we have the neutrals led by Francis Amuhinda-the leader of minority.
The speaker of Assembly Dan Chitwa has also been caught in the saga. He is said to have purchased an official car against the stipulated requirements.
