Governors have been accused of conspiring with the national government to frustrate county assemblies so that MCAs can remain irrelevant, the Kisii county assembly was told recently.
Contributing
towards the budget projections that had been rejected by the controller
of budgets, MCAs Henry Moracha, Isaiah Mosota, Catherine Kitheka, Tom Makori
and Obote Motonu moved the motion which resolved that the previous budget
should not be changed and should instead be adopted as it is.
Moracha
and Makori complained that the Governors’ Forum has been receiving Sh10
million from each of the 47 counties without any budget approvals and will
remain firm until the governors support them.
The
MCAs said that they were prepared to go for even two years without their
salaries so long as the budget they had approved as county assembly is accepted
by the controller of budgets.
The
special motion which was moved by the chairman of budgets committee Dennis
Ombachi unanimously received the backing of MCAs since they had followed all
the required procedures including public participation in all the 45 wards in
the whole county.
Mosota
of Bassi Boitang’are ward said that the financial statement for the year 2013/2014
has not been revealed to the county assembly and that the chief finance
officer has been unable to tell them their salaries and allowances.
Mosota
demanded the immediate disbandment of the Transitional Authority as they have
outlived their usefulness and were instead fighting devolution which
Kenyans massively voted for.
He
said that the 1,450 MCAs in the country had created 13,000 employment
opportunities and the TA was against them being paid as little as Sh3000 to
manage the ward offices.
The
MCAs said that they will convene a national conference to lock the county
executive from accessing their share of revenue allocation until their budgets
are approved.
