Vihiga
county assembly majority leader Andrew Ahuga and the assembly chief whip
Abdallah Chogo, have said the recent reshuffle of county executives and chief
officers by Governor Moses Akaranga has rendered the assembly’s oversight role
ineffective.
Ahuga
and Chogo who is also the chairman of public service and administrative
committee respectively, addressed the press in Mbale town where they revealed
that some executives and chief officers were under investigations by the
assembly over irregular procurement procedures.
They
said the reshuffle before the end of investigations had rendered the assembly’s
efforts useless. They accused Akaranga of playing mind games with residents of
the county. However, they vowed to go on with their task to its conclusion.
The
two also took issue with the appointment of the governor’s political adviser
Fridah Chahale to the education, science and technology docket. They noted that
although Chahale is qualified, the right procedure was not followed in her
appointment.
Before
her appointment, she was supposed to undergo vetting by the assembly. They said
the house which is on recess will have a motion over Chahale’s appointment
debated when it reconvenes.
And
speaking separately, youth leaders in Vihiga county have said they are
disappointed by Chahale’s elevation. The chairman of National Youth Council in
Vihiga county Elisha Amala and secretary Ashton Lugonzo also questioned why her
name was not presented before the county assembly for the vetting process.
The
youth leaders noted that chief officers were also reshuffled whereas they were
appointed according to their professional qualifications, a clear indication
that professionalism has lost meaning.
Amala
and Lugonzo claimed that youths have been sidelined in county appointments in
favour of old people. “Governor Akaranga has decided to reward the old while
neglecting the youth,” they said.
